A "sale" implies that one actually sells or, rather, conveys merchandise to a consumer.
This is a "price reduction", since RJ doesn't actually convey a product to his erstwhile consumers.
Even the idea of a consumer is challenged here since a consumer actually uses a product. Since RJ doesn't deliver a product to a customer, there isn't a consumer.
I think we should call this what it really is: "Special announcement: Grimy, old bastard is trying to entice you into giving him your hard-earned money in exchange for a promise to deliver a faulty product (which doesn't and will never exist) at some date in a future where the law can't do anything about it. Call now for details! Oh, wait.. Don't call, we don't answer the phone. Email us now for details! Oh, wait, don't email -- we never get them. F*** it, just wire your money to our account in Kenya."
